Waste that could show any of the hazardous properties HP 1 - HP 14, even if not originally present.
HP 15 is the property for waste that could come to show one of HP 1 to HP 14 even though it does not display it as delivered. It exists because some wastes only become hazardous after something happens to them — a reaction, a change of conditions, or a process downstream.
That makes it the one property about what the waste might do rather than what it is, and it is recorded on the consignment note like any other hazard code. Assignment is a determination about the actual waste and its likely handling.
