The paper problem
Triplicate WTNs belong in a skip.
Carbon-copy waste transfer notes get lost in the cab, smudged in the rain, or stuffed in a glovebox that never reaches the office. When the Environment Agency knocks, the duplicate book is on the wrong truck and the EWC code on the top copy says “general waste” because nobody had the chapter list handy at 6 a.m.
The new Digital Waste Tracking regs don't fix that — they raise the stakes. From October 2027 carriers, brokers and dealers must submit movement records digitally, and permitted receiving sites — waste transfer stations included — have to report what they take in sooner still. A skip-hire firm running paper books on the day the mandate lands is going to have a very expensive autumn.

Permitted sites that take waste in must report every load to DEFRA’s digital waste tracking service — from 1 October 2026 in England and Wales, and 1 January 2027 in Scotland and Northern Ireland. Permitted receiving sites come first — October 2026 in England and Wales, January 2027 in Scotland and Northern Ireland — and carriers, brokers and dealers follow from October 2027.
