Waste rules by UK nation
The four nations are not interchangeable. Scotland calls it special waste and issues consignment codes centrally; Wales still runs premises registration that England abolished in 2016; Northern Ireland has its own statutory stack and a one-day consignee return. Getting the wrong regime onto a document is a compliance defect, not a cosmetic one.

Moving waste between nations
What changes when a load crosses a border.
From England
- Pre-notification (72 hours) is required for England-to-Scotland and England-to-Northern-Ireland hazardous waste movements.
- GB-to-NI hazardous shipments require WSR notification under the International Waste Shipments (Amendment) (EU Exit) Regulations 2021 — the UK consignment note alone is not sufficient.
From Wales
- Cross-border movements between England and Wales use mutual recognition under Schedule 7 — the consignment note of the country of origin is used and the consignee's regulator receives the return.
- GB-to-NI hazardous shipments require WSR notification — the UK consignment note alone is not sufficient.
From Scotland
- Pre-notification is required in full for cross-border movements INTO Scotland (SEPA's intra-Scotland non-enforcement does not apply).
- SEPA accepts electronic SWCNs provided the SEPA code is embedded and Schedule 1 content is complete, but paper retention is still required and a SWCN copy must still be sent to SEPA — full electronic compliance is not yet legally complete.
- GB-to-NI hazardous shipments require WSR notification — the UK consignment note alone is not sufficient.
From Northern Ireland
- NI-to-ROI hazardous waste movements go via full EU WSR notification/consent and financial guarantee, with Annex IA/IB movement documents — not the NI consignment note.
- GB-to-NI movements require WSR notification under the International Waste Shipments (Amendment) (EU Exit) Regulations 2021.
- NI-to-GB movements remain unfettered under the Protocol.
- An NIEA carrier registration does not cover GB movements, and a GB registration does not cover NI — separate registrations are required for cross-jurisdiction operation.
