HP 7 covers waste that causes cancer or increases the rate at which it occurs. It is a long-term health property, so nothing about a load's appearance or handling on the day indicates it — the composition does.
It is recorded on the consignment note as a hazard code. Whether it applies is a WM3 assessment of the substances actually present and their concentrations, which is the producer's responsibility.
