Waste that can provide oxygen, causing or contributing to the combustion of other materials.
HP 2 covers waste that can provide oxygen and by doing so cause or worsen the combustion of something else. The hazard is not that the waste itself burns readily but that it makes whatever is next to it burn harder — which is why it matters how an oxidising load is stored and what it is stored beside.
It is recorded as a hazard code on the consignment note. Assignment depends on the substances actually present and their concentrations, so it is a judgement about the load rather than a label the waste type carries automatically.
