Moving waste between Great Britain and Northern Ireland
The two directions are not symmetrical, and that catches people out. A load going from GB into Northern Ireland is treated as an international shipment. The same load coming back the other way is not.

Notification required
Hazardous shipments need WSR notification under the International Waste Shipments (Amendment) (EU Exit) Regulations 2021. A UK consignment note on its own is not sufficient.
NI → GB
Unfettered
Movements from Northern Ireland into Great Britain remain unfettered under the Protocol.
Carrier registration does not travel
An NIEA carrier registration does not cover movements in Great Britain, and a GB registration does not cover Northern Ireland. Operating across the Irish Sea means holding both.

A movement from Northern Ireland into the Republic of Ireland goes through full EU Waste Shipment Regulation notification and consent, with a financial guarantee and Annex IA/IB movement documents. The NI consignment note does not cover it.
